The objectives, foundations, procedure, conditions, sources of financing, and rules for determining the workload for students in terms of credits and the procedure to account for the results of students’ academic mobility are regulated by the Regulation on the Academic Mobility of HSE Students.
Academic mobility is the obtaining of educational services by HSE students outside the faculty and campus where they study on the condition that credits are awarded for learning outcomes.

To participate in long-term academic mobility, including in a programme created on the initiative of the student, requires an individual study plan that includes subjects to be studied outside the main faculty.
General regulations for academic mobility
- To account for the results of academic mobility, students should send the dean of the faculty a statement on including the subject (number of subjects) in their study plans (including as elective courses) and/or on transfer of credits and grades received. A certificate should be attached to the application.
- Applied credits can be included in the current/cumulative rating indicating differentiated grading, number of credits and number of hours or a reference to the system of educational credits and/or grading in use at the institution that issued the certificate.
- To include a subject studied (number of subjects) in the list of subjects on a diploma and/or classified as electives exceeding the number of credits in the core study plan, students should submit a statement to the dean of the faculty with a certificate attached.
- at least 4 sessions completed for Bachelors (recommended for third-year students)
- at least 1 session completed for Masters
- postgrads if there are spots available
- good academic performance (ranking and GPA)
- language certificates (including IETLS, TOEFL etc., if required in the host institution)
- no failed exams
- preference is given to students who have not previously participated in exchange programs

QTEM (Quantitative Techniques for Economics and Management alliance)
QTEM Master’s Network Program develops skills in analytical and quantitative techniques to support decision-making in an international context. This program is open to outstanding students enrolled a QTEM Partner institutions.
The network brings together universities such as the Polytechnic University of Milan and Technical University of Munich (two of Europe’s best technical universities), Free University of Brussels, University of Amsterdam, HEC Lausanne, University of Lausanne, Zhejiang University (one of China’s top 5 universities), and others. The network admitted Tilburg University – one of Europe’s top five universities in economics at the same time as HSE. Today there are 23 academic members in countries that stretch from Russia to Canada, and from Finland to Australia, as well as 13 corporate partners—and the network is still growing.
