Applying to HSE University in 2023: What’s New and What to Prepare for
Which Programmes Are Open This Year?
In 2023, HSE University-St Petersburg offers students 13 Bachelor's programmes.
As for Master's degree, the students can choose from 25 educational programmes. Two of them are new: 'Cross-Cultural Studies of Asia and Africa in the Context of International Relations' and 'Systems Reliability Engineering' (online). There are two more programmes which were redesigned (united the previously existing programmes or changed their names)—'International Business in the Asia-Pacific Region' and 'Data Analytics for Business and Economics'. The admissions for the programme 'Software Development and Data Analysis'. The programme 'Data Analytics for Politics and Society' will include two tracks: on Political Science and Sociology.
How Can International Candidates Apply?
Every year, HSE University conducts a separate competitive selection process for foreign citizens planning to apply both to state-funded places under government quotas and to paid places. In 2022, the university received 6,393 online applications. There were 4,504 for bachelor’s programmes and 1,889 for master’s programmes. A total of 1,577 students from more than 120 countries joined the university. In addition to offering different levels of study, different formats taught in English and Russian, and online and offline programmes, HSE University also ensures a smooth application process and offers personal consultations.
Foreign citizens can apply to bachelor’s and master’s programmes as part of a separate competitive selection process and can receive full-tuition scholarships or partial tuition grants. A total of 2,000 full-tuition scholarships and 1,000 partial grants (covering 25%, 50%, or 70% of tuition fees) have been allocated.
Those applying to bachelor’s programmes, including English-taught programmes at HSE University-St Petersburg, can provide international certificates in English and mathematics such as IELTS, TOEFL, A-Levels, and the results of other international exams such as biology or Russian as a foreign language and so on.

Applicants to master’s programmes must upload their supporting documents and undergo a portfolio-based competitive selection process. Applicants should familiarise themselves with the portfolio assessment criteria on the International Admissions site.
