Course Syllabus

Abstract

The course is focused on the formation of professional competence of students as future civil servants. The purpose of the course is to develop an instrumental view of governance as a social, economic and political system. The course discusses instrumental dimension of public administration and governance, fundamental tools of public administration, and new tools of public governance in contemporary world. Workshops are mostly devoted to policy analysis as the assessment tool. Students are encouraged to understand tasks, rules, and contemporary approaches to public policy analysis.

Learning Objectives

• To introduce students to the major concepts and methods of public policy analysis and the application of public administration tools and technologies.
• To explore the basic principles and methods of policy documents analysis.
• To develop critical and analytical skills that could be applied in students’ term papers and projects.

Expected Learning Outcomes

• Analyses program design and implementation.
• Applies methods of impact assessment and system models for policy analysis.
• Defines fundamental and new tools of public administration and governance.
• Diagnoses policy problem situations.
• Identifies policy analysis documents according to the policy / decision making situation.
• Lists particular features of governance technologies application to practice of governance.
• Suggests ways of increasing the efficiency of public administration through the improvement of tools of public administration.

Assessment Elements

• Class participation
  Self-assessment
• Project Work
• Interim assessment
  The student develops a set of questions covering the topics discussed in class + obligatory reading materials.
• Final examination
  The Multiple Choice Question (MCQ) Exam includes 20 test questions that are uploaded and distributed via Google Forms. The students have to select the correct answer(s) to a given question from a small number of options or type their own answer (20-40 words). The set of questions includes project-based problem. The student will have to submit their answers, including a solution to the problem before the deadline.

Interim Assessment

• 2021/2022 2nd module
  0.2 * Interim assessment + 0.2 * Class participation + 0.3 * Project Work + 0.3 * Final examination
