State Duma passed a bill that simplifies the procedure for employment of international students in Russia.

The document offers an opportunity to foreign students enrolled in full-time programmes of the state-accredited universities to work in Russia without obtaining a work permit. The changes will take effect in August 2020. At the moment the work permit is still necessary.

The changes will take effect in August 2020. Currently, international students still need to hold a valid work permit in order to be employed in Russia

The new bill stipulates that the labour or civil contract concluded with an international student for the performance of works and services is subject to termination as soon as a student completes his or her studies.

At the moment, international students are allowed to work without a work permit if:

  • They work or provide services during holidays, or
  • They work in their spare time for the educational organizations, business entities, or economic partnerships created by budget or autonomous educational higher education organizations, where students are enrolled.

In addition, international students are entitled to employment under a work permit issued according to a reduced list of documents and without reference to quotas for issuing aforementioned permits.

At the same time, employers and customers are exempt from the obligation to have permission to attract and employ this category of foreign workers.

As authors of the bill argue, that according to the official figures, the number of international full-time students was 210 000 people, and only 859 of them took the opportunity to get a work permit and be employed.
