Learn to Lead from Those Leading the Way

Professor Robert Kravchuk from Indiana Univresity has been invited to participate in the International Student Research Forum and the Winter School at HSE Univeristy - St. Petersburg at the beginning of February 2016.

Prof. Kravchuk is Director of the Master of Public Affairs (MPA) Programme and SPEA-Connect Online MPA Programme at Indiana University Bloomington. ‘Learn to lead from those leading the way’ is the slogan of his master’s programme.

In his lecture at the Winter School at HSE - St. Petersburg, he will review current trends in education in Public and Municipal Administration in the U.S. and will outline a range of questions that arise in the process of master’s study.

‘Professor Kravchuk will speak at our mini conference entitled ‘Synergy in Public Sector Reforms: Lessons, Best Practices and New Horizons’. His lecture will shed light on the areas of administrative theory that American researchers are working on, and reveal the opportunities offered by research into effective administrative practices. This discussion on bureaucracy will expand the students’ views on interdisciplinary studies in public administration’, said Valentina Kaysarova, Academic Supervisor of the undergraduate programme in Public Administration.

Such contacts help master’s students to develop professional communication in line with international standards. According to Professor Kravchuk, ‘It is essential for students in Russia and the U.S. to learn the art of human management, to understand the goal-setting processes in policy-making, to determine the fundamental issues that influence the planet, and to prepare for a successful career that will benefit society’.

Professor Robert Kravchuk is a member of the National Academy of Public Administration, author of several papers and courses on public finance system development and evaluation of public administration results, administrative reforms areas and capacity in the U.S.

Prof. Krachuk is also a member of editorial board of several academic journals in public finance and administration. His research projects include studying the key concepts of American administration theory, as well as global history and comparative studies of Russian public administration from Ivan the Terrible to Vladimir Putin.

Robert Kravchuk is not only known in the U.S. as a researcher. He has experience as administrator at the highest level and as a member of numerous U.S. Treasury Department expert missions to former Soviet and Eastern European countries. One of his former positions is Under Secretary (deputy state budget director) in the Connecticut State Office of Policy & Management.

Robert Kravchuk taught at Indiana University Bloomington from 1998 to 2007, and returned there in 2013. For five years he was professor and chair of the Political Science and Public Administration Department at the University of North Carolina-Charlotte. He co-authored a key textbook for undergraduate and master’s programmes in public administration, Public Administration: Understanding Management, Politics and Law in Public Sector, which has been reprinted in eight editions. Professor Kravchuk also teaches practice-oriented disciplines on government budget programme analysis, as well as governmental accounting and financial reporting.
