On October 8, 2022, a meeting of the Board of the European Ombudsman Institute (EOI) was held in Istanbul (Turkey). The EOI is an association of ombudsmen of various levels (national, regional and city) and researchers of various areas of social sciences who analyze the activities of this state human rights institution. This association is registered as a non-governmental organization in Austria, it has the status of an NGO - a member of the standing committee of international NGOs at the Council of Europe.

The President of the EOI is Dragan Milkov, Professor of the University of Novi Sad, Serbia, Vice-President - Nina Karpacheva, Professor of the Kyiv University of Law of the National Academy of Sciences of Ukraine and the first Ombudsman of Ukraine. Until recently Alexander Shishlov was the vice-president of the EOI, but after his election as a deputy of the Legislative Assembly of St. Petersburg, he resigned, since deputies in Russia cannot be members of the governing bodies of international organizations. Instead of him, during the board meeting, Barbara Reischner, the Civil Commissioner (Ombudsman) of Rhineland-Palatinate, Germany, was co-opted for this position.

From the Russian side, the Commissioner for Human Rights in the Russian Federation T.N. Moskalkova, Commissioner for Human Rights in the Sverdlovsk Region T.N. Merzlyakova and Professor of the National Research University Higher School of Economics - St. Petersburg, President of the Interregional Humanitarian and Political Science Center "Strategy" A.Yu. Sungurov. As part of the Board meeting, speeches were made on their work to protect human rights, which were made by the Chief Ombudsman of the Republic of Turkey, Mr. Sheref Malkoch, the Ombudsman of The Hague, Adye Steyauer, and the Commissioner for Human Rights in the Russian Federation, T.N. Moskalkova.

The participants of the meeting, both during the meeting and during excursions around Istanbul and the Bosphorus, also discussed topical problems of the activities of the Ombudsmen of various countries and agreed on joint actions in defense of human rights, including the humanitarian aspects of the Russian Special Military Operation in Ukraine (an example of recent actions are preparation and implementation of the exchange of prisoners and detained civilians, including sailors). Thus, the community of ombudsmen and experts becomes a real participant in the processes of soft diplomacy.
