Registration and Extension Policy for HSE Students with Private Housing

What is a registration?

This is a mandatory process in which the migration office of the Ministry of Internal Affairs draws up a temporary registration to a foreign citizen at the actual address of stay. MIA Registration is renewable — each time you leave Russia, move to another place, you need to get a new registration. For this, apply strictly no later than three days from the date of arrival in the private apartment and no later than one day from the date of arrival in the hotel. Registration is made out for free and looks like a paper slip or electronic form.

What is a permitted period of stay?

This is the period during which foreign citizens are allowed to legally stay in Russia. For international students entering Russia for the first time, the period usually does not exceed 90 days from entry date. For visa-free students, this period is displayed in the Migration Card, for visa students – in study visa. The extension of the permitted stay appears in the extension of a visa or migration card with subsequent registration renewal. Those procedures are provided by migration office of Russian Ministry of Internal Affairs.

I am a visa-student — how do I get registration and extend my visa?

  • 1. Receiving registration

    In accordance with the instructions, on the day of entry into Russia, send scanned copies (in pdf format) of all pages of the passport (including blank ones) and a scanned copy of the migration card to migrationspb@hse.ru.

    How do I get the registration, if:

    I live in a private address (flat/apartment/relatives place/etc.)

    I live in a hotel/hostel/etc.

  • 2. A study visa extension

    Always keep an eye on the dates in your migration documents. You must submit the full package of documents to the Centre for Visa & Immigration Support at room 304, 123 Griboyedova Canal Emb., St. Petersburg as early as 3 months and as late as 45 days prior to your current visa expiration date. The extension appears as a new multi-entry study visa valid up to 1 year.

    What documents do I need to submit to the Centre to extend the visa?

    I am a fee-paying student

    I have a tuition waiver (government scholarship)

  • 3. Receiving passport with multy-entry visa and updating registration

    Approximately 4–5 weeks after submitting the full set of documents to the Centre, you will receive an email that the visa is ready. Immediately pick up the document, check the correctness of the data and always carry with you. If you need a passport before a new visa is ready, write to migrationspb@hse.ru and get a passport. Do not forget to return it to the Centre in a timely manner to obtain a visa.

    To extend the temporary registration, contact the owner of the apartment / administrator of the hotel where you live. Since there are very strict deadlines, registration in accordance with a new visa must be completed within 3 working days from the moment the visa is ready. When new registration is done, send a scanned copy (both sides) to migrationspb@hse.ru.

I am a visa-free student — how do I get registration and extend my permitted period of stay?

  • 1. Receiving registration

    In accordance with the instructions, on the day of entry into Russia, send scanned copies (in pdf format) of all pages of the passport (including blank ones) and a scanned copy of the migration card to migrationspb@hse.ru.

  • 2. Permitted period of stay extension

    Always keep an eye on the dates in your migration documents. . You must submit the full package of documents to the Centre for Visa & Immigration Support at room 304, 123 Griboyedova Canal Emb., St Petersburg as early as 3 months and as late as 1 month prior to your current migration card or registration expiration date. The extension appears as a MIA stamp on the back of the migration card with a new validity date.

    What documents do I need to submit to the Centre to extend the migration card?

    I am a fee-paying student

  • 3. Receiving extended migration card and updating registration

    Approximately 1 – 1,5 weeks after submitting the full set of documents to the Centre, you will receive an email that the migration card with extended period is ready. Immediately pick up the document and always carry it with you. To extend the temporary registration, contact the owner of the apartment / administrator of the hotel where you live. Since there are very strict deadlines, new registration must be completed within 3 working days from the moment the migration card is ready. When new registration is done, send a scanned copy (both sides) to migrationspb@hse.ru.

Registration of private housing - Case-by-Case

Since all documents for MIA registration have to be performed in Russian, you may provide your landlord with detailed description of various cases, lists of required documents and registration procedure on Russian version of this page.

Case 1: Entry/Re-Entry Registration. You enter Russia for the first time, or you re-enter Russia after a leave; you have obtained a new Migration Card at the Border Control and checking in to a private apartment. The landlord must perform your registration. Where and how to do that?

Case 2: Changing the place of stay in Russia. You have been living in one place, and now you move to another place in Russia. E.g., you move from the university dormitory to your family member's private apartment. Or you rent a private apartment in St. Petersburg, you have visited Moscow for the weekend, have stayed in a hotel there, and now have returned to your apartment in St. Petersburg. The Landlord must perform your MIA Registration at the new place. 

Case 3: Prolongation of MIA Registration (visa-free students). You are a visa-free student living in a private apartment. Your Landlord has performed your registration, but it is already a time when registration term is about to expire. Your Landlord has to prolong your registration.

Case 4: Prolongation of study visa and MIA registration. You have recently entered Russia with a single-entry study visa. Your Landlord performed your initial registration for up to 90 days, and the term of your registration, as well as the duration of your visa, are about to expire. What are your next steps?

Case 5: Registration when re-entering Russia with a multi-entry visa. You already have a multi-entry study visa and recently travelled outside Russia. Now you have re-entered Russia and received a new migration card. Your Landlord has to perform new registration. 

Case 6: Annual prolongation of multi-entry visa and registration. You already have a multi-entry study visa and registration, but it is already a time when visa and registration terms are about to expire. What is the procedure for its annual prolongation?

Case 7: International Student is the owner of the apartment, where they live.
