Instruction on providing documents to the Centre for Visa & Immigration Support after arrival in Russia
For international students planning to stay in HSE – Saint Petersburg dormitories
1. On the day of entry into Russia or the next working day, you must visit the Visa & Immigration Support Office to submit documents for migration registration.
List of required documents:
- Passport and copies of all its filled pages.
- Migration card and a copy of it.
- State Tax payment recipe (Ask for help at Visa & Immigration Support Office).
- Previous migration registration (if available)
2. As soon as the Ministry of Internal affairs completes your temporary registration at the dormitory, we will email you indicating the date and time of the scheduled visit to the office to receive it.
Important: Check your student email (@edu.hse.ru) daily!

Important rules:
- Leaving Russia: Upon leaving the Russian Federation your registration is automatically canceled! Upon your return to Russia you must issue a new registration by submitting a full list of required documents and pay the state fee to get a new registration.
- Travelling to another city: If you travel to another city for more than 7 days, you must issue new registration there. Upon returning to St. Petersburg, you must submit full list of required documents and pay the state fee to get a new registration.
- Staying at a hotel: When checking into a hotel, they will issue a new registration for you (according to the law), and your previous one will be canceled. Upon checking out of the hotel, make sure to collect your registration document from the hotel administration.
- Hospitalization: if you are admitted to a hospital, they will automatically issue a new registration for you, and your previous one will be canceled. After discharge you must issue a new registration at your place of residence by submitting a full set of documents and paying the state fee.
- Extensions: A new registration must be issued after every extension of your migration card or visa.
- Moving: A new registration must be issued whenever you move from one place of residence to another, including when changing rooms within the dormitory.
When leaving the Russian Federation or traveling to another city, you MUST inform the Visa and Immigration Support Office IN ADVANCE by email, providing your tickets if possible: migrationspb@hse.ru. The email must include your departure date, destination, reason for travel, and expected return date.
REGISTRATION = ACTUAL PLACE OF RESIDENCE. RESIDING AT AN ADRESS WITHOUT REGISTRATION IS PROHIBITED.. YOU CANNOT HAVE REGISTRATION IN ONE PLACE BUT LIVE IN ANOTHER
LIVING WITHOUT REGISTRATION IS A VIOLATION OF REGULATIONS FOR STAY (RESIDENCE) WITHIN THE TERRITORY OF THE RUSSIAN FEDERATION – IT RESULTS IN ADMINISTRATIVE LIABILITY AND DEPORTATION
For international students planning to stay at a private address (apartment / hotel)
- Migration registration is carried out by the owner of the residential premises where you reside, via the Gosuslugi portal, or through a personal visit to a Multifunctional Centre (MFC) or a district unit of the Migration Affairs Administration of the Ministry of Internal Affairs (UVM MVD). - In case of staying in a hotel, you must contact the hotel receptionist/administrator regarding your migration registration
- After receiving your migration registration, you must submit documents the Visa & Immigration Support Office located at 3 Kantemirovskaya Str., Bldg. 1. Room 1005.
List of required documents:

- Previous migration registration page (if you have it) - You need to receive the original registration at the place of actual stay and submit documents to the Visa & Immigration Support Office within 7 days (!) from the date of your entry into Russia.
