The application by the Department of History, National Research University Higher School of Economics, for the collaboration and exchange with the Smith College (USA), was accepted by the Eurasia Foundation that implements the US-Russia University Partnership Program (UPP).
The US-Russia University Partnership Program (UPP) is an initiative for mutual cultural and academic collaboration that connects higher education institutions in Russia and US with one another and supports the launch of new bilateral partnerships.  It provides professors, researchers, administrators and other higher education professionals in Russia and US an opportunity to broaden the scope of their activities and learn from the vast wealth of knowledge and experience the counterpart institution brings to the partnership.

UPP is implemented by Eurasia Foundation  and National Training Foundation with funding from U.S. Department of State.
