We kindly ask you to pay special attention to the recently updated rules of registration with the Federal Immigration Service of Russia (FIS registration) upon your arrival to St. Petersburg as below.

Normally, international visitors coming to Russia for a period of stay less than 7 days are waived from obtaining the FIS registration. However, due to the security enforcement for the period of FIFA Confederations Cup in St. Petersburg (June 1 – July 12, 2017) the updated immigration rules require any international citizen visiting Russian during this period to obtain the FIS registration within 24 hours upon arriving to Russia.  

To avoid any complications with the FIS registration and to ensure your smooth stay during the Congress, we would like to offer you two simple solutions. Please make sure to follow:

1)   Should you stay in a hotel or hostel during the time of the 2nd WCCE, please kindly note that the hotel/hostel must provide you the FIS registration and give you the registration slip on the day of your check-in. Please always keep the FIS registration slip in your passport. Should your hotel/hostel refuse to provide you the FIS registration, please report immediately to the email: visasupportspb@hse.ru or to any of emergency phone numbers indicated in the WCCE Participant’s Package. Most likely, in this case we will ask you to take action according to item 2 as below. 

2)   Should you stay in a private apartment (Airbnb, friends etc. – not in a hotel) during the time of the 2nd WCCE, or if your hotel/hostel refuses to provide you the FIS registration upon your arrival, we ask you to kindly submit necessary documents to the HSE Centre for International Cooperation on the very day of your arrival to Russia, incl. Saturday, Sunday and public holidays, by either ofthe following means at your convenience as below.

Please note: this solution is only applicable if your visa is issued upon HSE invitation. If you plan to enter Russia under a tourist visa or a visa issued by another university/organization, we will be unable to provide you the FIS registration! In this case we strongly recommend you to book your stay at a hotel and to require FIS registration from your hotel. 

a.   Please visit the HSE Centre for International Cooperation (CIC) in person before 18:00 (6 PM) on the day of your arrival, incl. Saturday, Sunday and public holidays, and please bring your passport and your migration card with you. CIC is located on the same venue where WCCE will take place: Kantemirovskaya ulitsa 3, office 331, and will be open from 09:00 (9 AM) till 18:00 (6 PM) Mon-Sun.

If you arrive late in the evening few days before the Congress, please kindly visit CIC on the very next day in the morning till 11:00 (11 AM).

If you arrive on June 14th (one day before the Congress), you may submit the documents for FIS registration at WCCE Registration Desk in the morning of June 15th, please before 11:00 (11 AM). 

b.  Alternatively, on the day of your arrival to Russia please send a scan copy or smartphone photo of all pages of your passport (incl. blank pages) and a scan copy or smartphone photo of migration card to the email: visasupportspb@hse.ru with subject FIS Registration. Copies or Photos should be just clear and readable, not necessarily of large size. Please make sure that your email is sent and delivered (no delivery failure autoreply appears).     

If you face any issue with following any of solutions as above, please immediately call us using the emergency phone numbers indicated in the 2nd WCCE Participant’s Package. It is crucial that any issue with your FIS registration is solved within 24 hours after your arrival to Russia! 

Dear participants, please make sure that you comply with any of the solutions as above – obtaining FIS registration is crucial for both the university and you, as you might be asked to show your FIS registration slip by the Border Control when leaving the country.

In light of the tragic news of the explosions that took place today at two St. Petersburg metro stations, we would like to reassure you that our city will move forward together, and us here at the Higher School of Economics, St. Petersburg, will get up and go about our work and life tomorrow as normal. With reasons of the attack still unknown, we are certain that our police and security services are doing their best to keep us safe.

Information about acceptance/rejection has been recently sent to all applicants. However, papers on the topic "institutional design and institutional dynamics" are still under review, because we have got much more submissions than expected. We are sorry for the delay and will do our best to receive the review results as soon as possible. The results of acceptance/rejection will be sent until March 4th. We are sorry for any inconveniences that may occur!
