Study Conditions for Persons with Disabilities and Health Conditions

HSE University in St. Petersburg organizes study processes for persons with disabilities and health conditions with due consideration of the special aspects of their psychophysical development, individual capabilities and health conditions.

For students with limitations owing to their health conditions, a special curriculum can provide elective courses, thereby allowing them to choose an individual track of study. If necessary, duly adjusted degree programmes can be offered to such students. 

Classes for students with disabilities and special health conditions can be organized jointly with other learners, as well as in individual groups. Ongoing assessments of their academic performance, as well as interim and final state certification of students, shall be held with due regard to their health conditions and abilities.   

The duration of studies under degree programme can be extended for persons with disabilities and health conditions, within those limits stipulated by educational standards as per a learner’s own written request.

Upon request, students with various types of disabilities shall be provided with special technical means and services to ensure they receive necessary technical support.

If necessary, students with disabilities and special health conditions (at their own request) can be offered the following options for successful obtainment of academic information with due consideration of their individual psychophysical needs, including the use of e-learning techniques and distance technologies:

For persons with visual disorders:

• in hard copy with large character fonts;
• as e-documents;
• in the form of an audio file (conversion of study materials into an audio format);
• individual consultations with the services of a tactile interpreter provided;
• individual assignments and consultations.

For persons with hearing disorders:

• in hard copy;
• as e-document; video materials with subtitles;
• individual consultations with the services of a sign interpreter provided;
• individual assignments and consultations.

For persons with musculoskeletal system disorders:

• in hard copy;
• as e-documents;
• as an audio file;
• individual assignments and consultations.

In order to make educational programs available to persons with disabilities and special health conditions, special equipment can be used for the organization of study processes. Almost all classrooms at HSE University are equipped with multimedia equipment (e.g., projectors, screens, and PCs), which allow us to provide educational services to students, including those with hearing and vision impairments.

Furthermore, certain classrooms are equipped with sound amplification equipment (e.g., microphones, speaker units, etc.), including mobile wireless kits with individual earpieces. Equipment for holding video conferences also plays a special role in ensuring the availability and quality of training. In turn, conference rooms for public events are equipped with sound-amplifying equipment.

The cultivation of an educational environment based on the development of universal values in students is the most important condition for effective inclusive education.

The Unit for Extracurricular and Pastoral Work and Volunteer Centre set this task to provide relevant solutions.

At HSE University in St. Petersburg, students are actively involved in volunteer activities - they help orphanages and nursing homes, organize “ecological landings”, attend charity concerts, carry out clean-ups of the city and take part in high-profile events at the regional and national levels that take place at our University and around the city.

The University’s Unit for Extracurricular and Pastoral Work and Volunteer Centre provide equal opportunities for taking part in events to all students. When they plan such events, they take into account that students with disabilities and health conditions must be inclusion on an equal basis to avoid segregation into a separate group.

At HSE University in St. Petersburg, social assistance can be provided to students with disabilities and special health conditions in order to ensure social support aimed at dealing with everyday problems, e.g., matters relating to dormitory accommodation.  

HSE University maintains records of persons with disabilities and special health conditions. Upon their admission, or at a student’s own request during studies, this information will be entered into the ASAV information system.

Pursuant to Federal Law No. 273-FZ “On Education in the Russian Federation”, dated December 29, 2012, students, who belong to the category of disabled children, disabled persons (Groups I and II), and persons with lifelong disabilities, shall be entitled to a state bursary and dormitory accommodation on a free of charge basis.

Since the number of students with disabilities caused by diabetes mellitus has increased, food service providers have developed a menu for such students that includes meals consisting of boiled and baked products with limited carbohydrates, fats, and sugar. Moreover, healthy food days have become a monthly tradition at HSE University.

Students who are considered disabled persons can receive emergency medical aid and assistance from medical specialists, including laboratory and instrument-based examinations, which are provided free of charge as part of compulsory medical insurance. Medical services are provided at St. Petersburg City Polyclinic No. 75.

Rehabilitation programmes with the application of apparatus rehabilitation (for ailments associated with dysfunctions of the musculoskeletal system, disorders of the central nervous system, and general somatic diseases) have been developed for disabled persons. The rehabilitation of this category of learners is organized free of charge based on the recommendations of medical and preventive treatment institutions, considered as part of compulsory health insurance programmes.
