The Vietnam Institute of Culture and Arts Studies is a research institution under the Ministry of Culture, Sports and Tourism of Vietnam. Its mission is to study and safeguard the cultural heritage of the peoples inhabiting Vietnam. Among other things, the Institute cooperates with the UNESCO to include Vietnam’s various items of non-material culture into the lists of intangible cultural heritage of the humanity. Eight of such have been added to the UNESCO lists so far. Their study and conservation were discussed during the conference titled "'Majority' and 'Minority' in the context of traditional culture" that was held by the Center for Asian and African Studies, HSE - St. Petersburg in June 2014.

The agreement signed by the HSE - St. Petersburg and the Vietnam Institute of Culture and Arts Studies provides for joint research projects, field research and academic exchange as well as for the promotion of Vietnamese heritage in Russia and beyond.
