Debates on Universal Basic Income and Introduction to the International Programme in Business and Economics: HSE St Petersburg Day at Gymnasium No. 2

 

 

On 20 February 2026, as part of HSE St Petersburg Day at Gymnasium No. 2 of Saint Petersburg, a series of workshops and lectures was held for 10th-grade students. Boris Lodiagin, a lecturer at the HSE University—Saint Petersburg Department of Finance, facilitated an interactive debate on Universal Basic Income (UBI) and presented the International Programme in Business and Economics.

 

Rather than following the usual “for vs. against” format, the debate was designed as a simulation of a public policy discussion. Five teams represented the perspectives of the government, the central bank, households/taxpayers, business, and skeptics. The session unfolded in several rounds: opening statements, cross-questioning, and then the development of a policy design followed by “public hearings” and a final vote.

 

The discussion focused on two core issues—budgeting and fairness. Students debated not only whether UBI is feasible in principle, but also how it would need to be designed to remain financially sustainable and socially acceptable. Following the final vote, the students decided not to introduce the policy in the proposed design.

 

> “It was a real pleasure to talk with the students and moderate the debate. They were genuinely engaged, well-informed, and highly motivated. It was clear they truly stepped into their roles and thought through their positions seriously—the discussion (and the ‘clashes’ of arguments) continued even after the session ended. I would be glad to see them join our programme in a year.”

 

 

 

A separate part of the event was devoted to admissions and academic pathways: Boris Lodiagin introduced the International Programme in Business and Economics (HSE University—Saint Petersburg), after which students asked many questions about the curriculum and possible study trajectories.
