HSE University Launches Double-Degree Programme with Mexican University UPAEP
The Master's programme 'Data Analytics for Politics and Society' is launching a double-degree programme together with the Mexican Autonomous Popular University of the State of Puebla (UPAEP). The new track will enhance the partnership between HSE University and universities in the South American region.
Since 2023, HSE University–St Petersburg has been actively developing cooperation with Latin American universities: holding joint educational and research projects and organising regular academic missions. Such cooperation opens up new opportunities for global educational projects. Starting from the next academic year, students of the Master's programme 'Data Analytics for Politics and Society' will be able to immerse themselves in two different academic cultures and participate in the double-degree programme. Students will spend the first year in St Petersburg, and the second one in Puebla de Zaragoza.
According to Alexander Sorokin, Dean of the School of Social Sciences, the launch of the project is an important step in the partnership with one of the leading universities in Latin America.

Our faculty systematically cooperates with colleagues from the macroregion. The double-degree programme is the result of an equal dialogue which opens up new opportunities for joint educational and research initiatives. That will allow our students to get additional managerial and analytical competencies for working with social and economic data. In turn, students from UPAEP will be able to master the skills of computerised text analysis and modelling.
The programme is built on basic and advanced analytical disciplines: regression analysis and data mining, computerised and mathematical modelling. The combination of an in-depth basis and practice will increase graduates' competitiveness in the global labour market.

Our colleagues from Mexico emphasised econometric analysis and agent modelling—these are hard skills for our students oriented at product and financial analytics. In turn, we are responsible for the disciplines aimed at studying social processes and interactions between the state, business, and citizens.
In the future, we are planning to invite colleagues to join our international project on studying environmental norms and compliance. Now, we are working with our Indian partners, but I hope, with time, we will involve BRICS countries and countries of the Global South.
The programme is also notable for its system of joint thesis supervision. Students will work on their master's theses with supervisors from both universities, uniting Russian and foreign approaches.
In the first year, the studies will be conducted in a test mode: one HSE University–St Petersburg student will go to Mexico, and one UPAEP student will come to Russia. In the future, the parties are planning to increase the number of places. The key selection criteria will be academic performance, motivation, and personal achievements.
