HSE University to Launch Double-Degree Programme with Mexican University UPAEP

In September 2026, the Master's programme 'Data Analytics for Politics and Society' is to launch a unique international track—a double-degree programme implemented in collaboration with Universidad Popular Autónoma del Estado de Puebla (UPAEP), a leading Mexican university, in the field of applied economics.

The double-degree programme will be available for students of the 2026 intake. It is designed to provide students with a comprehensive experience of studying in two different academic cultures. Students spend the first full year at HSE University–St Petersburg mastering basic obligatory disciplines. In turn, the second year takes place at the partner university.

The curriculum primarily focuses on modern methodological disciplines that give graduates the best competencies and competitiveness in the global labour market. At UPAEP, students can study intelligent data analysis, regression analysis, and computer and mathematical modelling.

Another unique aspect of the programme is the system of double thesis supervision. Master's students will have thesis supervisors from both HSE University and UPAEP. Under their joint supervision, during the second year, students will write their master's thesis uniting Russian and international research approaches. At the end of the second academic year, the students will return to Russia and give their official thesis presentations at HSE University.

As it is a pilot launch, the first year of the programme will take place in a test format: one student from HSE University–St Petersburg will go to Mexico, while one student from UPAEP will come to HSE University–St Petersburg. In the future, the parties are planning to increase the number of places. The contest will take place in the second semester of the first year and include several key factors: academic performance, a motivation letter, personal achievements, and background.

Studies at UPAEP are completely free of charge for students of 'Data Analytics for Politics and Society'—all the educational expenses are covered by a bilateral agreement between the universities. Students only have to cover air tickets, accommodation, and personal expenses. Upon successful completion of both curricula, graduates will get two degree diplomas: from HSE University and UPAEP.
