HSE and UTM Present Results of Mirror Laboratory's Work at Russian–Malaysian Commission
HSE University–St Petersburg and the Universiti Teknologi Malaysia (UTM) presented the results of two years of work and a development roadmap for the mirror laboratory on social entrepreneurship. The document outlines the strategy for global transformation in the business and digital innovation sphere.

Malaysia hosted the fourth meeting of the Russian–Malaysian Intergovernmental Commission on economic, research, technical, and cultural cooperation. HSE University is a permanent participant in the intergovernmental cooperation between the two countries in science. This year, HSE presented the key case at the event: the first Russian–Malaysian Forum of Science and Education hosted the grand ceremony, during which the parties signed the development roadmap for the mirror laboratory on social entrepreneurship. Among the main tasks for the upcoming two years is the launch of a double-degree master's programme by HSE and UTM.
The official signing was held with the participation of Valery Falkov, Minister of Science and Higher Education of Russia, Zambry Abdul Kadir, Minister of Higher Education of Malaysia, Anna Tyshetskaya, Director of HSE University–St Petersburg, and Prof. Mohd Shafry Mohd Rahim, Vice-Chancellor of Universiti Teknologi Malaysia (UTM).
'We have signed the roadmap, which reinforces the laboratory's plans and initiatives for the upcoming years. It is a public acknowledgement of the significance of the conducted research for both our universities and our countries,' comments Anna Tyshetskaya, Director of HSE University–St Petersburg. 'The international mirror laboratory format opens up new opportunities at several levels at once. For universities, it is about enriching and expanding the research agenda and jointly advancing in the rankings of scientific reputation. For Russia and Malaysia, it is the development of research and technological cooperation in key areas and an increased presence through the tools of scientific and educational diplomacy. Today, HSE University has 29 operating international mirror laboratories on various topics—from social entrepreneurship to space research. Such projects allow us to carry out the main mission of a university of the 21st century—to be a centre of humanitarian and social development.'

The Russian–Malaysian Laboratory on social entrepreneurship was created in November 2023 at the AHIBS business school at UTM and the Laboratory for Reputation Management in Education at HSE University–St Petersburg. It is the first mirror laboratory at HSE University in an international format. The research unit includes special expertise centres that bring together scientists, researchers, and students from both countries. The scientists develop strategies in the sphere of innovative business activity and publish specialised manuals on social entrepreneurship in English and Russian. In 2025, HSE University–St Petersburg created the International Consortium of University Satellite Laboratories. It includes seven universities from Russia, Malaysia, Brazil, Mexico, Colombia, and Indonesia.
