The negotiations were led by Anna Tyshetskaya, Director of HSE University–St Petersburg, and Prof. Nguyen Thanh Hieu, Vice President of the National Economics University. The key result of the meeting was a consensus on creating a master's programme in a '1+1' format, holding mirror research, and organising courses for business and government decision-makers.

Anna Tyshetskaya, Director of HSE University–St Petersburg, underscored that the Vietnamese language and culture were popular among students, and that the university's scientists were interested in joint research and projects. 'Our university has a special programme for international partner research activities: mirror laboratories. This approach helps significantly enhance research cooperation, as its distinguishing feature is minimal bureaucratic barriers with highly efficient results. We already have successful projects with partners from Malaysia, China, India, and Latin American countries. I think that this cooperation format would be beneficial for our universities,' emphasised Anna Tyshetskaya, Director of HSE University–St Petersburg.

Nguyen Thanh Hieu, Vice President of the National Economics University of Vietnam, confirmed the university's interest in developing an academic partnership with HSE University. 'We see great potential in developing joint master's programmes with HSE University. Taking into account the difference in the duration of studies—two years in Russia and one year in Vietnam—we suggest creating a programme in a 1+1 format, in which students would be able to study in Vietnam for a year and finish their studies at the Russian university. At the bachelor's level, we are ready to sign an agreement on credit transfer. After two years of studies in Vietnam in an English-taught programme, our students would be able to transfer to HSE University to finish the last two years and receive a Russian degree,' he emphasised.

Tatiana Lezina, Dean of the St Petersburg School of Economics and Management (SEM), talked about the scope of the faculty, laboratories, and research. SEM experts top the Russian ranking of economic researchers. According to her, cooperation with Vietnamese colleagues can include short-term professional development programmes for adults, as a particular strength of the faculty is mathematical economics, which is in demand among representatives of government agencies and business.

Marina Matetskaya, Academic Supervisor of the Master's programme 'International Business in the Asia-Pacific Region,' suggested organising short-term courses and guest lectures on running a business in Vietnam, as well as joint applied projects in the creative industries and tourism.

Varvara Nazarova, Academic Supervisor of the programme 'Finance,' presented the master's programme, which received CFA Institute international accreditation. She expressed her readiness to hold the first joint workshop on corporate finance and audit, as well as to develop research in the sphere of ESG and the use of artificial intelligence in finance.

Slava Yakubenko, Associate Professor of the Department of Economics at HSE University–St Petersburg, talked about his new project group and underscored their openness for international cooperation in fundamental research of the labour market: 'We discovered significant gaps in the current state methodology, which require serious theoretical work. This is why we are open to cooperation with your researchers in the spheres of labour, education, demography, and migration—basic theoretical developments are of a universal nature and will be beneficial for our countries. Currently, we are planning to transform the project group into a research centre. The cooperation might also include the organisation of conferences and seminars.'

As part of a wide-ranging series of events dedicated to the 75th anniversary of diplomatic relations between Russia and Vietnam, an HSE delegation is now visiting Vietnam. This week, Anna Tyshetskaya, Director of HSE University–St Petersburg, paid a return visit to the National Economics University of Vietnam, which allowed the parties to continue their dialogue about cooperation at the Vietnamese university and lay the foundation for implementing the agreements reached.
