Medical Aid & Insurance
All foreign citizens must have medical insurance valid for the entire period of their stay in Russia (article 5.1 of Federal Law dated 25.07.2002 N 115-FZ "On the legal status of foreign citizens in the Russian Federation").
Make sure you have a valid health insurance policy, voluntary or compulsory. Please send us a scan or a photo of your current medical insurance for record to isso@hse.ru.

What happens if you don’t have an insurance?
- Migration Services are expected to take certain measures, including deportation;
- You will have to cover all medical costs (all medicate services, anything prescribed to you, all transportation services, anything), and in the event of your death all repatriation costs fall on your family/close ones.
We recommend purchasing health insurance before arriving to Russia. If your medical insurance expired during your studies at HSE or you did not purchase it in advance, you may order it from the insurance company mentioned below or contact any other insurance company. To seek medical help, you must call the hotline number indicated in the policy and follow the instructions received.
Please note that insurance policies DO NOT cover chronic illnesses or serious diseases, including Covid-19.
The insurance must cover:
- Outpatient care;
- Inpatient care;
- Acute care;
- Repatriation.
How to purchase an insurance:
- Choose an insurance company and policy that fits your needs. Contact them directly and obtain it;
- Purchase an insurance through HSE. We collaborate with "VSK Strakhovaniye" who offer policies fit for international students' needs. You can get acquainted with the offer by downloading this file

What to do in a case covered by insurance:
- Contact your insurance company using the phone number on your insurance policy. Be ready to say your name, date of birth, number of insurance agreement;
- If you get into a hospital, inform migrationspb@hse.ru and isso@hse.ru.
