Countries party to the Hague Convention of 1961. List here. Apostille.
All other countries. Consular legalisation. More information about the procedure can be found on the HSE University Moscow's website.

What is apostillisation of an education document?

An apostille is a certification issued in accordance with the Apostille Convention. A document on which an apostille has been placed is considered “apostilled.” The apostille replaces often lengthy, costly, and complicated legalisation procedures.

The apostille is attached to the state issued diploma and its supplement and links them together.

Why may you need apostillisation?

If you intend to continue your studies or seek employment in one of the Hague Convention member countries, you may need an apostille.

Where to receive an apostille on an education document issued in Saint Petersburg?

  • To obtain an apostille on education documents, you need to log in to Gosuslugi and find the service “Applying an apostille to education documents and academic degrees.” Detailed instructions are available on the KNVSH website.

  • Fill out the application form with details from your diploma (series, number, date of issue, etc.). Avoid mistakes.

  • Gosuslugi will prompt you to pay the state fee (2500 roubles). You can pay online or at a bank office by printing the receipt.

  • After payment, return to your draft application on Gosuslugi and submit it.

  • Wait for the first notification (уведомление) confirming the review of your documents, and then a second confirming a positive decision has been made to issue the apostille. You will then be invited to submit your original documents at the specified address. If your application is rejected, check the accuracy of the data you entered.

  • Bring the original documents to the specified address at the appointed time. You will need to sign a waiver (расписка) confirming submission of your documents. Keep this document.

  • On the KNVSH website, check your application number (found in the notification). When it appears on the list, you can go to collect your documents (the address and schedule are also on the website).

  • When collecting your apostilled document, go to the specified address, take an electronic queue number, and bring all required documents as listed on the KNVSH website.
