The Institute of Asian and African Studies was established in 2022 at HSE University-St Petersburg based on the Department of Asian and African Studies, the undergraduate and graduate programmes in the related field, as well as the Centre for Asian and African Studies. The Institute focuses on the development of professional education along with Asian and African studies as a field of scientific knowledge, aiming to preserve and enhance the achievements of the St Petersburg school of Oriental Studies.

Panel Session on Public Diplomacy Brings Together International Experts
The session was moderated by Dr. Zhang Xin of East China Normal University and Elena Soboleva, Associate Professor at HSE University. Researchers and experts from Russia, China, Japan, Indonesia, Mexico, and France took part in the discussion.
During the session, Elena Soboleva addressed the impact of digital platforms and platform geopolitics on nation branding in Asia, while Juan Antonio Carmona García examined new forms of paradiplomacy and soft power in the twenty-first century. Rahmatsyam Lakoro focused on the relationship between destination branding, city branding, and nation branding in contemporary international communication.
Particular attention was also paid to regional approaches to public diplomacy and soft power. Maria Soloshcheva discussed the development of China’s soft power in Africa, Maria Chizhevskaya explored Japan’s humanitarian policy through the case of Gaza refugees, and Natalya Philippova analyzed the transformation of Israel’s public diplomacy during wartime. Throughout the discussion, the speakers emphasized that in today’s multipolar world, states increasingly rely on cultural, humanitarian, and informational resources to strengthen their positions on the global stage.
The panel discussion was concluded by Dr. Pierre-Emmanuel Thomann of ICES Vendée Catholic University, who emphasized the importance of international academic dialogue for understanding current developments in global politics and public diplomacy.
At the end of the session, students and participants had the opportunity to ask questions and continue the discussion in an open format. The panel was held in an atmosphere of active academic exchange and became a productive platform for international scholarly dialogue.
