HSE University in St. Petersburg and Universidad Panamericana Held a Joint Online Academic Seminar

On May 12, the Department of Political Science and International Affairs at HSE University in St. Petersburg and the School of Government and Economics at Panamerican University (Mexico) held a joint online seminar.

Russia and Mexico are both federal states. The issues of interlevel power and resources distribution and regional inequalities are highly relevant. These similarities open up opportunities for comparative research in the fields of public policy and governance.

The seminar featured presentations by Andrey Starodubtsev, Associate Professor at the Department of Political Science and International Affairs, and José Antonio Salazar Andreu, Director of the BA Program in Governance at Panamerican University. The researchers shared their perspectives on the development of federalism in Russia and Mexico, and also described current projects in this area.

A key outcome of the meeting was the decision to make the seminar a regular platform for academic dialogue as a foundation for future research collaborations.

 Multilevel governance is a key topic for the Center for Comparative Governance Studies. We actively study the issues of policy implementation and coordination in multilevel political systems, as well as their adaptation to external shocks. For example, within a project supported by the Russian Science Foundation, our Center explores the features of multilevel governance in the field of housing policy. The seminar showed that Mexico being a federal state faces mostly the same challenges as Russia. Therefore, collaboration with our colleagues from Panamerican University opens new horizons for research in this area
