Applications for admission to HSE University-St Petersburg open on June 20th through the Unified Portal of State Services (the Online University Admission super service).
There is no limit to the number of programmes within the chosen field of study.

Discounts
Tuition discounts are awarded based on the results of a portfolio competition and are assigned on an individual basis.
Competitive selection
Admission to fee-paying places will be based on the results of a competitive selection process for each master degree programme, within the established number of places.
Signing a contract and paying for the first period of study (semester) does not guarantee admission.
After the end of the qualifying events in August, a ranked list of applicants who have signed a contract and paid tuition will be compiled.
Applicants who do not qualify for the designated number of places in the programme will not be admitted.
Publication of competition lists
The competitive lists of applicants recommended for admission will be published on the International Admissions page no later than August 20, 2026.
Conclusion of the contract and payment
Receiving the contract by email:
- Print and sign the contract.
- Send a scanned copy of the signed contract to iadmission-spb@hse.ru.
- Pay for the first period of study within 14 calendar days.

Refund in case of non-admission
If you are not enroled, the amount paid will be refunded upon receipt of a written request only to the card under the international applicant's name.
For refunds to a foreign bank account (outside the Russian Federation), the refund may take up to 60 calendar days.
All transfer costs (commissions, currency conversion) will be deducted from the refund amount.
HSE University-St Petersburg is not responsible for delays caused by external circumstances.
